1SMS to CN cost 1000 CREDITS?

I choose BASIC plan to test the api, I checked the detail of the api.  It says each sms to CN(+86) cost 63 credis. But why I lost  all my 1000 credits ? I can't beleive that!!!

I just signed up and sent one SMS to the USA and it used my entire quota as well, it lists that it should only use 	51 credits...
