Paid tier, but 403 for Quota

Hello,
I just upgraded to the Microsoft Azure Bing spell check API paid tier that was advertised with a quota of 4000 endpoint requests. I’m not getting a 403 error telling me I’m out of quota when I did just a little bit over 1000 requests.
