IP reverse API for study purpos

We are preparing for a hackathon and students from all the universities in Egypt will join it and we want to use the API mentioned in the subject because we want to make statistical analysis on the websites that are hosted on shared name server without exceeding the 10000 queries/month for free
Is that possible without giving credit cards information
