Fixed. The issue was in the import process affecting cities being updated. Note: There was an issue with Paola in Wikidata, where it was being referenced with two different Geonames ids. This has caused the import process to mark it as deleted. I’ve taken the liberty to remove one of the ids, but this will take a couple days to sync with the import process. Thanks for your report.

This fix will deploy shortly. As far as Hong Kong, the flag image uri is present. I get back:
