Total requests daily reset

Hi, what time of the day the number of requests is reset?
It seems to me that it happens at 13h (1PM), but I’m not sure.
Also, we have to wait up to 2 minutes when we reach the limit -1 requests, so we can do requests again. Why is that?

This is not my scope. This is a question for RapidAPI support team, I only set the API. The rules are from RapidAPI.
