CIty Boundaries

Question

When I do a call only for City and State (with no Zip Codes referenced), will it show the actual City boundaries or the boundaries of all of the zip codes in the City?

  It will show all the zip code boundaries in that city,state :

 example: Richmond,VA 

.../rest/v1/public/boundary?and=true&city=Richmond&includepostal=false&state=VA
