Yes web scraping and displaying the scraped data is legal as long as the data is publicly available and not confidental, if you are in the EU, you would have to make sure to not break GDPR in case of personal data.
In case of the Jobs API, the data is publicly available, not confidental and not personal, so you are free to use and display the results.
Currently there is no endpoint or other method to check for the availability of the API, but I might implement an endpoint to get the status.
But if you look at the Health Check and Service Level, the API never had any outage so far.
