I would like to know the diferences betwen:
“LOC” “MISC” “PER” “ORG”
and which is the complete list of tags?

I haven’t been able to find a good reference for all the tags, but I can tell you the following
LOC: geographic location PER: person / name ORG: organization MISC: miscellaneous
These come from the conll2002 shared task for named entity recognition. Hope that helps, Jacob
