I’m currently subscribed to the Basic plan because it suit my dev needs.
I only use the airports endpoint which as much as i undestand quite a lot of request limit around 10k but just after 100 requests the API limit was reached.

Check the response headers.
You were probably using the Tier-4 endpoints, where the limit is 100/month.
