Any way to know which flag to lower?

Question

On 3/27/2023 the PA governor ordered Pennsylvania Commonwealth flags to be half staff, but NOT US flags. The flag value in the API returns "PA". On 2/19/2023, the PA governor ordered both Pennsylvania Commonwealth flags AND US flags at half staff. The flag value is also "PA". So is there any way to differentiate when a governor only declares the state flag to be half staff vs. state and US?

We do not currently differentiate between US and state flags for the same event.  In most cases, both flags are lowered to half-staff together.  It is rare for them to be different (like the example you sited for Mar 27).  This is something we might consider for a future update.
