Here is the answer from the support:
Can you tell him/her that in order to upgrade a subscription plan he/she needs to unsubscribe from their currently plan first otherwise the error message will prompt.

Did you try to unsubscribe from the free plan before registering to the desired plan?
It’s weird because another user subscribed to the free plan before subscribing to the ultra plan and he did not have this problem.
