Don’t be confused between serialNumber and registrationNumber.
Each new submission of trademark gets a serialNumber.
RegistrationNumber is allocated later in the process, when the trademark has been registered.

In other words, registrationNumber is “000000” until trademark submission/application is in Pending state.
