API returns "unreachable" for specific video?

Hi there, I noticed API returns error and throws error:

messages:"The API is unreachable, please contact the API provider"
info:"Your Client (working) ---> Gateway (working) ---> API (not working)"

for specific videoId: C8KwipeNjf0

Just heads up, looks like there has been some change in YouTube Captions API and likely be implemented from December 1st, 2022: https://developers.google.com/youtube/v3/revision_history#release_notes_08_05_2022
